YOu can travel independently, there are many travel agent or tour operators can arrange trip for you. I did mekong tour homestay and visit floating market with www.mekongstay.com they are really great.
Best place to get clothing made is Yaly, and Hai Scout for cooking class

Take a trip to Mekong delta river, visit floating market on the way 2 or 3days. You can choose the route online before or when you are in Ho Chi Minh city, take the brochure from some travel agent

They made me a really good quality suit for $50 dollars which is cheaper than other tailors I visited. They also have really good taste and will tell you if they think what you want will suit you.
