I'm not an expert on British Foriegn Policy, but as far as I know - a soveriegn post is commonly called an embassy, and a subordinate post as a consulate. Most of these nine embassies will be replaced by consulates - so in reality it will mean little difference for British travellers in these places.
Additionally many consulates are being localised - I think this means that they will employ local staff rather than British staff.
The British government expect to save 6 million pounds - about 12 million american pesos (GWB's Dollar) - in this move - which will be spent in the worlds hotspots instead.
I hope the mainstream news will explain things better than the BBC's current article as many of these places are popular with travellers.
