Finding a way to Cuba!

Hi everyone,

I was looking for info to travel to Cuba and found this website, pretty helpful I must say :D. I have a question that I cannot find the answer anywhere. I'm a Vietnamese citizen who is living in the States (I'm not a residence of the States). So if I travel to Cuba, where do I apply for a visa? Do I have to apply in Canada or Mexico? And also, I was looking for cheap flight to Havana, but I found nothing cheap on the net. Orbitz or Student Universe returned no result. I tried Air Canada but Economy Seat from Toronto to Havana for a roundtrip is more than $1000. Is there anyway I can find a budget flight/tour to Cuba from the States? Any suggestion is of great help to me!!!
