Just a general tip on how to connect with expats in foreign countries. Try to look up the Hash House Harriers (HHH) in the bigger cities like Buenos Aires, Sao Paulo, Santiago, etc. Hash House Harriers are a world wide social running group (also known as beer drinkers with a running problem) and most of the participants are expats. This is a good way to connect with people and see some very interesting places. I am running the hash now over 25 years all over the world and had some fantastic runs.
