Looking for advice on a good place for New Years eve and an alternative spot for Carnival

I will likely be somewhere along the coast of Argentina or Uruguay for New Years Eve this year and was looking for some suggestions on a city to hit up. Does Buenos Aires do NYE well? Any other cities?

Also, I was looking for a spot in Argentina, Uruguay, or Columbia for Carnival. Any suggestions?
