I only spent a morning in Lima, and it was about what I expected. I walked around for a couple of hours (mostly in the San Isidro area) and aside from the horrid traffic, it didn´t seem too bad. The skyscrapers are all banks; there must be some lenient laws in place for so many to be headquartered here.
