I just drove Westbound about five miles into Utah (no town) from the Colorado State line and found on Interstate Hwy 70 a North-side exit to a very nice viewing area open only to the Westbound traffic. There were over a kilometer of good walking trails; most were wheelchair accessable. (Please bring drinking water with you!) The trails ended at scenic overlooks of the very nice Utah scrub desert. I took my time and walked all the trails and enjoyed the views from the end of the trails.
I finally returned to my truck for a cold fruit drink. I think that the State of Utah would not mind people camping in the parking area for the night, but no tents aloud. I wanted to stay there, but I wanted more to find a secluded camp near Moab, Utah.
