Visitors should vary their itinerary, travel routes and remain constantly aware of their surroundings. Manila's central business district, Makati, is frequently the site of demonstrations, particularly on or near EDSA, a main street. Travelers should use caution if in the vicinity of such events, as there is a potential that they may become violent. Visitors should exercise extra caution when traveling on foot in Manila, and limit nighttime travel. If touring or walking, employ a reputable local guide who is familiar with the current security conditions. Visitors should be extra cautious when in or around nightclubs or other entertainment-oriented establishments due to the heightened level of criminal activity. Visitors should be cautious when walking at night or while it is raining as thieves often steal manhole covers. Foreigners should not wear any clothing or markings that indicate their nationalities. Foreigners should register with their respective diplomatic missions on arrival in Manila if staying longer than a few days. The Philippine National Police (PNP) force is poorly trained and poorly motivated. In the past, government officials have voiced concerns over systematic corruption in the police force, and numerous police officers have been arrested for committing crimes and suspected links to organized criminals. Victims of a crime should report the incident to their respective diplomatic mission as well as to the local authorities. Buses are unsafe due to crime and reckless driving, not to mention that they are potential terrorist targets, and taxis are not secure. Self driving is not safe as traffic conditions are chaotic and dangerous, and traffic altercations can lead to violence. Visitors should note that criminal groups are known to specifically target foreigners. Therefore, travelers should be wary when determining their mode of transportation if not using designated private transportation
