If you will not be alone, you could try hitch hiking and couchsurfing. Also, if you take a tent you may find farmers who will let you sleep on their land.
How expensive places are depends a lot on where you sleep and how you get around and which tourist attractions you feel you need to see. Getting into tourist attractions can be pricey sometimes.

Reply to this I will chose Turkey - Istanbul or Greece , you find cheap buses directly from the garages near by Filaret bus station in Bucharest , more precisely Razoare cross road , you can see the busses from the street.

I enjoyed Lviv, Ukraine - which I don't think is too far from Romania. It's certainly cheaper than most cities in Turkey or Greece.
