Reply to this Tiptime, it's rather an old thread, so possible the original poster isn't keeping up anymore. But if you have any info you could post, it could be helpful to anyone else looking for a similar answer. To tell you the truth, it's something I've never considered on my travels... how accessible things are for the disabled.

Dresden with its magnificent buildings, such as the Frauenkirche (Church of our Lady) and Semper Opera house, is a city that is well worth a visit, even if you have a sensory disability or mobility impairment. Dresden even offers personal guides who can explain things in sign language. In 2003, the European Year of People with Disabilities, Dresden’s tourist board launched various programmes which enable wheelchair users, the blind and hearing-impaired to explore the capital city of Saxony. Reply to this oh there was somebody faster than me. hmm i thought that antibes have a special programm and so only a few of all attractions are interesting. Like Rovingrebel already wrote Dresden have improved its accesibility in last years...
