Called zocalos, they're on every building

We call it wainscoting, but Colombiaños call them zocalos. By decree they're on every building--either zocalos or many paint colors or artistic sidewalk tiles. It's incredible that an entire town can cooperate like this. Also very crafty as tourists flock to the place to enjoy the tremendous energy all this color radiates.
