Beaver or River Otter?

I saw this from a lookout behind the Insectarium. Initially, I thought it was a turtle, but that didn't seem right. Jeff thinks it's a beaver, but I think it's head looks a little too narrow.

Our first impression of Newfoundland was that it was foggy and drizzly.
