these kids are doing the gold-panning motions. I believe they're panning for gold and and jewellery from the cremated bodies and/or junk that might be worth something

In Varanasi, I visited Manikarnika Ghat, the burning ghat, where dead bodies are burned and their ashes dumped into the Gages. I stood near the top and looked down along all the fires.
