2. The way authorities try to mix the problem is Somalia created a sophisticated, trained fighting force that could defeat the pirates. It involved over millions of dollars in secret payments to stop the problem. However, the hundreds of half-trained and well armed memebers were left to fend for themselves to join up with the pirates or "Qaeda-linked militants.

3. No, piracy is never justifable because you are stealing; you are stealing someones hard work.
