The law that is enforced in Iraq that is not enforced in the United States is if you do something wrong you get a consequence back that is worse. A law that is, “When a merchant gives to his clerk grain, wool, oil, or some other merchandise for sale, the clerk shall give a strict account and turn in the money to the merchant: and the merchant shall give to the clerk a receipt for the money paid over to him.” This law means that if you try to trade something you need to give money back. Also, this means that when you trade with a merchant they have to give you the amount of money that what you gave him was worth. In the United States this is not enforced because in the US it is not enforced that you have to give money to the person that is trading with you. It does not really matter in the US because sometimes people do not expect money back. They may expect something else like food or something else. This is enforced in Sumeria because they want everyone to be equal.
