As usual when I stay overnight in Penang I lodge at the Li Peng Hotel, cheap but you really get what you pay for, spaciouos rooms though but noicy with the Chinese channels on TV at the highest volume all day and deep into the night.
Twenty-two years ago when I first arrived at Penang by 500 Dutch Guilders first class return air ticket bought by the Dutch Embassy but whith my own dough, after my little stint in a Thai police holding cell, I came to Penang.
I remember walking down the tourist district wondering how I was going to survive holding hardly any hard currency - a second class single way ticket would have been just fine leaving me at least 300 Guilder more in my pocket, the difference between a bare-line excistence and the life of a rock bottom backpack tourist who can at least afford a few Shinga Beer at night.......
When I got approached by what turned out to be a Black Foot Native American, big bony face and slightly overweight body asking me if I was looking for cheap accomodation...he had a big room with two beds
so why not share the rent.......how the h*ll can I possibly run into a Black Foot native American in far away Asia???
Seemed like a good idea at the time but where I was down and out he was quite well off but the proverbial Cheap Charley trying to get as much out of me as possible where there was nada to get...So he took me to the Li Peng Hotel and I have stayed true to it ever since!!!
As for the Black Foot Native American...he turned up at my door in Amsterdam several months later looking for a free couch....I lived in a small student's flat at the time so I took him to James, a friend who lived in a big appartment in Bijlmermeer both being tight-*ssed I thought them to fit together just fine....in what was supposed to have been a couple of days waiting for a connecting flight turned into many months of hell for poor James with King Freeloader Mister Black Foot even copying his door key after having been forcefully evicted by us....

i am pretty sure that the scene shown in your photos is not penang.
