In December I went with my wife in taganga, it is a good place to rest, its nearby beaches are quiet and cold water because of the proximity to the Sierra Nevada.
The prices of hotels and food are cheap compared to Cartagena, recommended site.
In taganga I found diving schools and tour to nearby beaches.
