Puerto Madero is so new and upmarket compared with much of the rest of Buenos Aires that seriously needs some maintenance

Puerto Madero again. Not exactly the cultural heritage centre of the city but a beautiful area.

Unfortunately there are a lot of abandoned buildings... but then there are also a lot of homeless people. Can anyone see a solution here?!... There are street graffiti protests suggesting this solution too.
