There are many types of "Phở xào" (fried noodles). For example, "Phở xào bò" (fried beef noodles), "Phở xào hải sản" (fried seafood noodles). The noodles in this photo are "Phở xào tim" (fried noodles with pig heart, vegetables and tomato).
