Tuba Prohibition

I honestly don't know what this is all about, but assume it to mean no tuba playing. This is a real sign in Yokya, across from the police station. I saw no other similar restrictions pertaining to other brass instruments, but would logically assume that this sign applies to sousaphones as well.
