Beaches?

Last year my boyfriend and I decided that we were going to start a tradition of visiting a different beach every year. We kicked it off my visiting Puerta Vallarta. We were not impressed. We are from Houston, TX and therefor are not far from Galveston Island. We felt that we waited of $15,000 on a beach that we could have driven 45 min to see. The water was dirty and brown and the beach was no where near white. Our biggest restriction is money. We have budgeted about the same but we would like a better experience. Any suggestions for this year?
