There are many opinions on if the government should be responsible for abiding by the commitments that is predecessors made. I believe that the government should be responsible for keeping the promises that they have made years ago. I believe they should not because as time passes by and many people become more intelligent and realize new things. A law that was passed 100 years ago may mean something different from the recent years. An example is when slavery was allowed. As time pasted we realized that it was a huge issue and it needed great change. Therefore, the United States abolished slavery. If back then we established an agreement that is lawful and fair, then of course, the commitment should be upheld towards it.
