1. In the real world, it may not be about attacking or robbing ships at sea, but about a similiar type of stealing. It's called hijacking other things, such as movies (downloading them illegally), music, and more. Hijacking seems to continue to exist in the mordern world, except it's not ships.

2. Authorities are trying to combat this problem by making a trial in court when that person is caught. They'll report the IP address of that person to the copyright authorities. Once caught in the act of stealing the media, the person will be filed a suit. Other solutions for dealing with piracy is make the person pay for the fees they haven't paid when using the stolen media.

3. No, I don't think that piracy (both during the Age of Exploration and now) is ever justifiable, mostly because it's stealing someone else's property and using it without permission. Stealing is illegal when it comes to just media. If it's food or other important neccessities, then it's justifiable.
