I believe that Greece intended to make a Direct Democracy. There was a war between Athenians and Persians. The Athenian leader, Pericles, was granted victory when he defeated the Persians. He then became the greatest leader of the Athens. His vision was to give people power. He created the system of Direct Democracy. After creating the Direct Democracy, it was mandatory for men to participate in the government. To participate, they had to attend meetings, participate in major issues, and show the power of the people by representing their opinions. Their jobs were also to vote in every election or idea. Their job made Pericles' intention to make Direct Democracy, because they were given the ability to speak for themselves.
