We had a plan for the day starting with which places we were going to visit. When we got where we were going we would pay the tuk-tuk driver and find another when we were ready to move on. Plan worked fine for phase one of the day as we took a tuk-tuk from the hotel to India Gate, paid 100 rupees and driver went on his way. Take the Metro!
Delhi - Old and New - are great, once you realise that taxis and tuk-tuks are either a rip-off or a wonderful way to waste hours of your day. The Metro is cheap and easy - from Connaught Place to Chandni Chowk (the markets I think you may have been looking for) is only three or four stops and will cost you around 40 Rupees each, return. No contest!
