Hong Kong getting tough on crime

They actually have a hotline for this, the Leisure and Cultural Services Department Anti-wax Burning Hotline. The crackdown however, has given rise to a disturbing underground culture. 8 years olds are forced to hold illegal wax burning birthday parties in undisclosed locations where candle smuggling runs rampant.
