Why have one person do a job when three is better? This not only applies to the massive public sector (the goverment runs all kinds of surprising organizations) but also to private enterprise.

When you walk into a clothes shop for example you will be greeted by about 8 - 10 shop workers all smiling and asking your "good name?" Any spare staff (usually all staff) will try and help you with what you have come to the shop for. Although this can slow the process of buying a tee shirt down, this is the way Indians do business.

Another example is when your are in a taxi approaching a toll booth, there will be a person in the toll booth, a person passing money to and from the toll booth and someone else there in case anything goes wrong.

On every public bus there is a driver, conductor and a mechanic.

I even saw two people using one shovel one with the handle and the other with a rope around the head helping lift...
