Montevideo, Uruguay (Capital) on Tuesday. Both Argentina and Uruguay (& Brazil) have been celebrating Carnival. From what we hear, that celebration was Monday and the recovery day is Tuesday. Both Buenos Aires and Montevideo were empty. Monday and Tuesday in the main center and no traffic. It was nice walking around without having to dodge the traffic. Pedestrians are warned.
