1)This particular story is taking place in the United States of America, in the state in Minnesota.

2)the congress is involved because they wont let terminally ill patients got home from prison because of all the paper work they have to do in order to get released. families are also involved because they cant see there loved ones as the slowly die.

3)the right to family and marriage is being violated because the inmates that are ill cant see their families when they are on there deathbed unless the filled out the paper work that properly relives them for the prison hospital

4)i feel that if a family wants to spend there final days with there ill family member then they should be allowed to do it . keeping someone from family in there dieing days is very cruel . the inmates want to say there good byes but cant because all there family a=wont fit into the visitation time slots
