1. Basically you no longer need permission from a factory owner to allow a garment worker to form trade unions.

2. In the sixth paragraph it states how in 2006 owners of garment factories never allowed trade unions even though the law technically allowed it.

3. They should try a figure out how to solve all of the accidents that has been happening in factories.
