1.Yes there is. In the Declaration of the Rights of Man and Citizens its says a person can do anything that doesn't harm someone. Suppose someone did something that didn't affect someone immediately. What would happen then? Would the person be prosecuted for something that happened already? It wouldn't be fair to the person that did the action. How could they've known that something they did could harm someone or something?

2. To a certain extent. I'd say if something is continuing to happen and if the only way to stop it is by violence, then do the act of violence. Additionally, if someone is being hurt repeatedly by a person(s) and the only way to help is by removing them, then I say kidnap the person and get them to where they can receive help. However, if someone is doing something violent (selling drugs, robbing people, or killing people) don't just go off and add more violence to what's already being done. It's just going to make it worse.
