I think the government should be responsible for there commitments to people because it will cause problems like outbreaks, and possible war. That and people from other countries not viewing are government as an honest one. It also doesn't seem write to have a commitment with someone and then change your mind. About what you had promised to someone so I think that government should be responsible with there commitments with others.
