"Piracy"

1. Piracy excists in the modern world because many pirates are still taking hostages for ransoms or stealing valuables from ships. Pirates are still hijacking many ships. Many people are being killed by pirates because their family cannot afford to pay the ansom demanded.

2. In Europe, the officals gave authority to take any measures necessary to end piracy. At one point, many countries formed an antipiracy group but it did not last long due to the fact that there was lack of funding. I do not believe there are others ways because no one is willing to spend money to end piarcy or try to change it.

3. Piracy is never justifiable because it can lead to death. When you kill somone your taking away that person from their family and that is not right. It is not justifiable because you should not try and take peoples money because they may need it themselves.
