1. I think that piracy still exist because most ship are in small places like in somalia were theres lots of poverty.

2.The author is combating the problem because all they do is steal from other ship and they revice lots of money because they sale all the valuable stuff like weapons they steal. The aouthor is basiclly saying that its not right to do that stuff and also on parts of country we there very poor.
