1. Piracy still exist in the modern world because they help the navy fight other pirates. Also they make trade with other countries.
2. Authorities are trying to combat the proble by toughening antipiracy law so piracy do not interact with humans or paricipate in war.
3. I think privacy is justifiable because humans can profit off pirates by using them for battle and to get more money. Also because they will have more authority because some people are scared of pirates, which makes humans have more power and control.
