2. The U.S Navy gives advice to ships and tells them to have move through stirct water routes to avoid pirate contact. Failed forces of milicia have turned out to be ineffective. Yes, there areother solutions because under attacks, ships should be able to fight back to avoid pirate invasion.

3. No, piracy is not justifiable because back then their own leaders commanded attacks. Today priates do it for the money and for families.
