1. It still exist because people who are living in poverty are looking for money, so people sail the seas looking for boats and ships to hijack.

2. South Africa created the Maritime Police Fore to take care of the pirates, but their sponsers abandoned the army so it was a fail. In May 2012, the European Union took a stand against the Somali piracy by destroying their fiberglass skiffs. I don't believe there are no other solutions besides force.

3. No I don't believe it is justifiable because when it comes to priacy pirates just want to take over.
