1)The article is about how the Bangadesh government allowed workers to form unions without the permission from factory owners. The article is also about how the government has a plan to raise the minimum wage. and to make life for workers easier. It is also about how there is factories lack in emergency and how buildings were not well built.

2)the government is protecting the article 23 because article 23 is about how every person has the right to equal pay and that what the government is trying to do.

3) I think that the government is in the right path in fighting for humans right but they could do better.
