Depends... There are nice beach in Romania, but you have to know where to go though. There are plenty of options, but the best beach is in Mamaia. There is also a special beach in Vama Veche, where you can actually camp. Here it depends on your taste...I mean...if you like camping in tent, this is definitively the best choice.
