I am convinced that some of the customs officers confiscate things because they want them for themselves. I once had a Henckel nail file that I bought in Hong Kong in 2000. It was about 2.5" long in total, had a plastic handle & plast
ic cover over the file (i.e. all the metal was inside a plastic case). I liked it because it was compact for travelling. Over the years, it went through at least 75 airport security checks (in my carry-on or in cabin backpack) without incident. In 2010, it was confiscated by a female customs officer in Vietnam because the exposed part of the file blade was "too long". It was maybe 1.5" long.
