Burma: Have u been there lately?

Why are the signs telling people to oppose the elements who damage the stability of the Juna headed regime in English?

I get the impression that these signs are for the people of Burma, yet they are in English.
There is an example of one in this link. Near the top on the left.

Apparently the Junta blame foreigners and fake monks for the uprising of last September against their regime.
Did u sense that there were negative feelings towards foreigners when u were in Burma, either by the authorities or the people?
