Kinabalu, it'll be easier to get accommodations around the park area (accommodation in the park itself are expensive as it's operated by Sutera Harbour Resort - prices are on premium level). You can opt for either Fairy Garden, Rina Ria or Sunny lodges with relative cheap rates for comfy rooms and breakfast is not too bad either.
