Plague of New-Zealand - almost every attractive and popular spot in New-Zealand will be swarming with both of those creatures.
Parasitic behavior - you just open the door or let your guard down for a second, and they're all over you. Better to take precautions and avoid in advance.
Presence - you can't ignore them. If any of those groups are around, everyone will notice.
Annoyance in numbers - both are tolerable when they are just a few, but a terrible nuisance in larger groups.
North is better - at least by my experience: less sandflies and less Israelis.
One difference - sandflies are more easily disposed of.
Conclusion - I rather have sandflies.
