Reply to this While I don't have a definite answer, I know that you must still travel with a tour. The difference from previous is that while previously all members of the tour had to be from the same country, now you can book any tour, and the group can consist of people from different countries. I am not sure if this is valid for US citizens though. So there are still lots of restrictions, and expensive as you have to book a tour. There are some travel agencies which have quite comprehensive information if you google search for the tibet travel permit, which is needed.
