I plan to go diving/snorkeling in Hondoras' Bay Islands for a few days/short week in late August, let me know if you are interested in staying at the beach long enough for a diving course or if you have better ideas of how to spend those days that include some snorkeling.

there are many questions like that in this forum. The general consent is that it is indeed safe if you have your wits about you. I have recently spent time in all the three countries you ask about and felt perfectly safe at all times, even after dark in the respective capitals. So in my opinion safety concerns should not be a reason for you to abandon your plans to visit. I hope this helps a little,
