If you have 4 weeks, you can visit all the major tourist destinations in Vietnam, for example, Hanoi, Ha Long bay, Sapa - Bac Ha (or Ninh Binh), then take a night train or fly to Hue city in central Vietnam, visit Hoi An then head south to Sai Gon, Mui Ne or Nha Trang and the Mekong Delta.
