Someday, a wise doctoral student will explain why every French provincial town is so well blessed with funeral directors, hair dressers and discount supermarkets. Without wanting to steal the thunder of someone destined for bountiful EU study grants, I think it is surely because the French are a bit mean, but want to keep up appearances.
