In my experience free to air coverage in almost all countries focuses on sports where the nation does well or has participants - with the exception of certain premium events such as athletics or gymnastics. Thus, unless the Philippines have rowers in the finals or even competing, it is unlikely to appear on free-to-air-television.

I've been to three Olympics and attended every rowing final (I love rowing!). However, the rowing finals used to be on the middle Saturday and Sunday of the Games, but not so this time. They are over four days (Wednesday 1 to Saturday 4 August inclusive) and are being commencing 1630 Philippines time.
You would need to find what cable TV provider is available so you have the best chance to see your rowing. For example, in Australia, the free to air provider is broadcast 24 hours per day (18 hours on one channel, 6 on another channel) whereas the Pay-TV provider has eight channels each broadcasting 24 hours a day. The more coverage on TV, the more chance your sport of choice will be shown. Reply to this

If you are going to an area with tourists or business travellers, you will probably find bars that are or will show the events you want to see, as long as they are not showing at a silly time in the morning. Look out for international sports bars. Reply to this
