My experience is that the larger area that a guide covers, the worse it is. For example the Lonely Planet Africa book is big, bulky and is quite limited on its list of attractions, hotels, transport and other items. I usually use a region guide (i.e. a part of Africa) but sometimes purchase a country guide if I am staying in a place for an extended period.
If your friend is going to Rwanda, I would recommend Lonely Planet's East Africa guide - it covers Kenya, Tanzania, Uganda, Rwanda, Burundi and a tiny bit of DR Congo. I took it with me when travelling through that part of the world last year and found it very useful. The other bonus with this book is that it is not too bulky.
Reply to this I agree with TTC above. However pick the tour company from the country where you are. Make sure the company you choose is registered member of a tour operators ( ASTA for USA).. helps more if they are BBB members as well
