Yes, Flores goes daily, takes about 6 hours to Tacna. There you can take another bus to Arica, Chile but recommend is to share a car direct to Arica. This way you suppose to cross the border faster and the prices don't differ that much, just a bit more expensive. Be ready to negociate with the drivers. I thought it was fun, otherwise take the bus.
